Elsewhere, the sheriff's office in Gadsden County near Tallahassee says it "can now confirm 4 storm-related fatalities following Hurricane Michael", all of which happened "in relation to or occurred during the storm". Due to the severity of the storm, responders did not get to the home until the overnight hours.

Gulf Coast Regional Medical Centre in hard-hit Panama City, 32km northwest of Mexico Beach, was treating some of the injured. Michael left a trail of utility wires on roads, flattened tall pine trees and knocked a steeple from a church.

Almost 850,000 homes and businesses were without power in Florida, Alabama, the Carolinas and Georgia on Thursday.

At the city's Jinks Middle School, the storm peeled back part of the gym roof and tore off a wall.

"The kids live nearby. Roofs are gone", Principal Britt Smith told CNN after talking by phone with some of those who did not evacuate.

The hurricane, a Category 1 storm, was about 195 miles west-southwest of Lisbon, Portugal, the National Hurricane Center said in an 11 a.m. advisory on Friday.

Hurricane Leslie this morning is a category 1 storm with maximum sustained winds of 75mph and a central pressure of 980mb, moving east-northeast at 38mph.

Michael pummelled communities across the Panhandle and turned streets into roof-high waterways. Downed power lines lay almost everywhere, while pine trees were stripped and snapped off about 20 feet high.

Northam said the declaration was made in anticipation of the impact Michael could cause to the area.

Dominion Energy also confirmed that 120 schools had lost power, many local.

CNN journalist Brooke Baldwin was left aghast at what little was left of Mexico Beach, Florida, as she viewed from a helicopter the devastation of the Florida Panhandle from Hurricane Michael, the third-most powerful hurricane to hit the US mainland in recorded history.
