He wished a speedy recovery to those injured, said Stephane Dujarric, the spokesman, in a statement.

Afghan men carry an injured person to a hospital after a suicide attack in Kabul, Afghanistan, Nov. 20, 2018.

Another 60 people were wounded in the blast, health ministry spokesman Wahid Majroh said, which targeted an Ulema Council gathering at a wedding hall to mark the Prophet Mohammad's (PBUH) birthday.

Then in September, 20 people, including two journalists, were killed in twin bomb attacks on a wrestling club for which ISIS claimed responsibility.

Afghan officials said the suicide bomber targeted a gathering of Muslim religious scholars.

Afghan President Mohammad Ashraf Ghani condemned the attack calling it a clear demonstration of enmity with Islamic principles and lifestyle of Prophet Muhammad.

The US Forces and Resolute Support commander in Afghanistan Gen. Austin Scott Miller said that Tuesday's attack in Kabul was intolerable.

No one has claimed to have been behind the blast, but both Taliban and Islamic State groups have targeted religious scholars tied to the government in the past.

Mohammed's birthday is celebrated by Muslims around the world, but extremist groups believe marking it is sacrilegious. Most wedding halls have private security.

The Uranus wedding hall is located on Airport Road in northern Kabul, where there is a concentration of similar venues which are often booked for events other than weddings.

UN Secretary-General Antonio Guterres and the Security Council have strongly condemned the terrorist attack targeting a religious gathering in Afghan capital Kabul.

Amnesty International also denounced the bloodshed in Kabul as a deliberate attack on civilians that constituted a war crime. "I extend our condolences to the families and followers of those killed and wounded".
