Battle-tested Nancy Pelosi was poised to take over as speaker of the House for the second time in her career, as a partial federal government shutdown over Trump's insistence that lawmakers fund a US-Mexico border wall neared the two-week mark.

"We are in a shutdown because Democrats refuse to fund border security", he said, insisting that a wall is the answer. Democrats rejected the demand and parts of the federal government have been shut since December 22 because of lack of funding as a result.

Pence proposed a compromise nearly two weeks ago in a closed-door meeting with Democrats just hours before a shutdown of parts of government that lacked appropriations for the current fiscal year.

Trump said last month he would be "proud" to shut down the government over the issue but then blamed Democrats.

"We shouldn't be impeaching for a political reason, and we shouldn't avoid impeachment for a political reason", she said, adding that she would wait for the findings of special counsel Robert Mueller's investigation into Russian Federation meddling in the 2016 election.

The funding that Mr Trump is seeking would cover only a portion of the money needed for a border wall and, when asked by a reporter if he would accept less than that, he said: "I'd rather not say it".

"Could be a long time or could be quickly", Trump said during lengthy public comments at a Cabinet meeting, his first public appearance of the new year.

While Pelosi says she knew this moment would arrive, it wasn't guaranteed. Hundreds of thousands of federal employees are working without pay. The bill, however, does not include the money that Trump has demanded for his border wall.

The election puts Pelosi in position to lead the opposition to President Donald Trump's agenda and to conduct in-depth investigations of his administration following two years during which Republicans have mainly given him a free pass.

The fight over rules will be the first of likely many inter-party squabbles among Democrats as they try to satisfy the demands of an ideologically and demographically diverse coalition.

Not very optimistic, he said that the partial government shutdown - now into its 12th day - could continue for even weeks.

"I remain ready and willing to work with Democrats to pass a bill that secures our borders, supports the agents and officers on the ground, and keeps America Safe".
