A potential rival for the president in 2020, El Paso native, Beto O'Rourke, also held a rally in El Paso, challenging the president's border wall. But since the government has reopened, they've reaffirmation their opposition to the wall.

But Trump seemed especially attuned to and plenty sensitive about the split-screen image of the rally O'Rourke, El Paso's former congressman, was holding outside in the heavily Democratic city.

Trump Jr. says that if the protesters chanted "USA" at the O'Rourke rally, "I don't know what would happen to you, but it wouldn't be good".

Congressional Republicans have shown little appetite for another shutdown after taking heavy criticism over the prior one.

"The bipartisan deal was negotiated by members of the House and Senate Appropriations Committees and will address all seven spending bills that expired during the recent partial government shutdown".

It was a flawless setting for Trump to draw out the contrasts between his GOP and the Democratic Party heading into the 2020 cycle.

He said the tentative agreement is "not doing the trick" but that he may add to it.

He appeared impressed Monday night while describing the drug-detecting abilities of German shepherds that work for the U.S. Secret Service, but he also made it abundantly clear that he can get by in his daily life without the slobbery canine companionship that many of his predecessors welcomed.

Trump was bound for El Paso, aiming to reshape the debate around the wall following a damaging shutdown fight and with his signature 2016 campaign promise hanging in limbo.

But one of the other aides said the deal would give Trump the flexibility to increase the number to 52,000 if necessary. "They'll make it sound like they had more people than we do".

The talks had cratered over the weekend because of Democratic demands to limit immigrant detentions by federal authorities, but lawmakers apparently broke through that impasse Monday evening.

His wife, Linda Davis, said she wanted a wall to curb illegal immigration.

O'Rourke said El Paso is "safe not because of walls, but in spite of walls". Democrats have called the project expensive, ineffective and immoral.

The Trump campaign released a video showing El Paso residents saying the wall helped reduce crime. "I can't say I'm thrilled", he told reporters. "Lots of questions too".

Lowey has said the legislation might be written by Wednesday, leaving little time for Congress to pass the measure by Friday's midnight deadline. There is quite simply no other way to parse what he said. They repeatedly said they were unwilling to negotiate on border security until the president reopened the government.

He road-tested applause lines Monday, highlighting blue-state bills that on late-term abortion that have enraged his conservative base, and a liberal Green New Deal that would "take away your vehicle".

While Democrats oppose the wall, they support border security efforts.

Speaking in an interview with Fox News conducted on the sidelines of the rally, Trump suggested he didn't know numerous specifics of the deal and said: "We'll see what happens".

But an overall cap - on borders and in the interior - would remain at 40,520 beds.
