The 2012 Dally M victor and 2016 premiership victor Barba had already been sacked by North Queensland after the Australia Day weekend incident which is under police investigation.
Todd Greenberg, the NRL chief executive, said the integrity unit probe found "there was a physical altercation between the player and his partner".
"His registration with the game is no longer and I can't see a time, at any time in the future, that he'll be welcomed back", said Greenberg.
"If we see and can confirm violence against women from our players, we will act int he strongest of terms".
Having debuted in 2008, Barba won the 2012 Dally M and led Canterbury to the grand final that year before his career first spiralled out of control.
The 2016 premiership victor had already been sacked by North Queensland over the incident which is under police investigation.
As for Barba, the doors are quickly closing on his professional career with the RLF ruling out any return to the Super League and Rugby Australia announcing they would stand by the NRL's stance.
"I don't think we have much choice ben, I think community expectations are clear and I think that onus and responsibility on our players is clear".
But after Super League proved to be Barba's saving grace on that occasion, it seems that will not be an option this time around leaving him with no future in the sport.
We're going to get tougher and stronger on players that do the wrong thing because we can not afford the damage it does to our game.
Greenberg added that he would not call for a worldwide ban on Barba, who was named Man of Steel during his one season with St Helens, although the Rugby Football League (RFL) previously indicated any NRL ban would be upheld in Super League as well. "It's time for Ben Barba to find a new vocation", Greenberg said.
He was on his final warning at the Cowboys after being booted from the NRL in 2016 for recording a second illicit drugs strike following his former club Cronulla's premiership. "They're big moments and you want to make sure you get them right", he said.
Ben Barba must leave Australia to continue his career with Rugby Australia to enforce the NRL's life ban.
We're not asking you to play, it's a privilege.
