Ontario considers creation of health super agency; NDP warns of privatization

The section that NDP Leader Andrea Horwath warned would lead to privatization says that the super agency "may designate a person or entity, or a group of persons or entities, as an integrated care delivery system" as long as they have the ability to deliver at least two types of health services, including hospital, primary care, home care or long-term care services. "We're looking for the best model to make sure that we can get best value for our health dollars".

"We're concentrating on strengthening the aspects of our public health-care system, because we know that we need transformational change", she said, adding that the government's plans will be released "very soon".

Health Minister Christine Elliott said the leaked document was an early draft, but repeatedly refused to rule out further health system privatization by the Progressive Conservative government.

"If there was any doubt that this government is committed to massive privatization in health care, that doubt vanishes with this bill", Horwath said.

It also allows for parts of, or the entirety of, Local Health Integration Networks as well as health care organizations like Cancer Care Ontario and eHealth Ontario to be amalgamated into the new Super Agency.

The "super agency" would be in charge of managing health service needs across Ontario, health system operational management and co-ordination, quality improvement, knowledge dissemination, patient relations, digital health and activities relating to tissue donation and transplants.

A spokeswoman for Elliott says she has signed an extension to allow existing sites to continue operating until March 31 while the ministry reviews applications. "What was seen was a draft".

She says the grim statistics can be credited to the Ontario government's decision to cut more hospital beds than any other province in the country.

Part of the problem, the report says, is that there's too much government bureaucracy presiding over health care - 21 agencies that don't communicate with each other effectively, making it harder for patients to access timely and appropriate care.

What the Devlin report clearly shows - there will be a follow-up report in the spring recommending reforms - is that the status quo in health care is not an option.

It starts with a lack of long-term care facilities for patients who can no longer live at home.

The interim report spells out numerous well-documented challenges with health care in the province, notably overcrowded hospitals, patients waiting in hospital beds because there is not more suitable care available and the strain on the long-term care system.

"Hallway medicine is not a hospital issue, it's a systems issue", he said in an interview. There are now 72 long-term care beds per 1,000 people aged 75 or older in the province, a number that is projected to decline to 29 beds per 1,000 people over 75 by 2041 - a decline of 60 per cent or the equivalent of 48,000 bed closures "if nothing is done", says the report.

Due to the backlog of these patients in acute care hospitals, the hospitals don't have enough beds to treat patients admitted through their emergency wards.

In October 2018, nearly 16 per cent of days in hospital were spent by patients that were waiting for care in another setting.

The largest proportion of that is people waiting to be transferred to long-term care, the report says, where the average wait time to access a bed is 146 days. "This bill would make it hard or near impossible for many to get the care they need, increase costs for all, and put Ontarians at the mercy of a for-profit health care system", said Ontario Federation of Labour President Chris Buckley.

The report makes several suggestions, including stating that increasing the number of beds in Ontario hospitals won't solve the problem of hospital overcrowding.
