"For every student admitted through fraud, an honest and genuinely talented student was rejected", Lelling said.
Singer was scheduled to plead guilty in Boston federal court to charges including racketeering, money laundering and obstruction of justice, according to court papers. A total of 46 people were arrested by midday, including Huffman and Loughlin, in an investigation dubbed Operation Varsity Blues, federal authorities said.
Representatives for those companies and for Huffman and Loughlin did not immediately respond to requests for comment. The parents of that student had allegedly paid Singer $1.2 million.
Her husband, actor William H. Macy, is referred to in the indictment but has not been charged with any crime.
"In subsequent e-mails, (they) agreed to tell the high school counselor that Huffman's daughter would take the SAT at a different location (during a weekend) so that she would not miss any school", prosecutors wrote.
Reactions: "So Aunt Becky from Full House and Lynette Scavo from Desperate Housewives are involved in this college exam scheme and have been charged with conspiracy to commit mail fraud".
Loughlin and her husband are accused of agreeing to pay $500,000 in bribe to have their daughters recruited to the USC crew team, even though they had not previously participated in crew sports.
Indeed, Loughlin's daughter, Olivia Giannulli, made headlines previous year when she bragged on YouTube that she was going to college to party and likely would not have much time for classes. He'd charge parents exorbitant sums for his work.
On a call with a wealthy parent, prosecutors said, Singer summed up his business thus: "What we do is help the wealthiest families in the USA get their kids into school ... my families want a guarantee".
Prosecutors said it was up to the universities what to do with students admitted through cheating.
Just 18 percent of first-time, full-time undergraduates get into the University of Southern California, according to the U.S. Department of Education.
The coach, Rudolph Meredith, resigned in November after 24 years running the women's soccer team.
In most cases the students did not know their admission was contingent on a bribe, officials said.
Huffman and Loughlin are expected to be among the dozens arrested as part of this alleged scheme.

Authorities say the consulting company also bribed administrators of college entrance exams to allow a Florida man to take the tests on behalf of students or replace their answers with his.
Mr Singer would agree with parents beforehand roughly what score they wanted the child to get.
He said he "controlled" an SAT testing site and could have a proctor "secretly correct her answers" after she took the test. Prosecutors said the parents agreed to the plan. None of the children are being charged for now.
