US Defence Spending Up 5% In Trump's 2020 Budget Plan

Frustrated by a divided Congress and rifts within his own party, President Donald Trump is giving little indication in his latest budget proposal of any new policy ambitions for the coming two, or six, years.

The remainder is for the construction of the wall that Trump has pledged to build on the border with Mexico - a country he repeatedly promised would pay for the barrier itself. Trump's budget "proposes that USDA responsibly and efficiently use taxpayer resources by making targeted reforms to duplicative programs and overly generous subsidy programs", according to the document. The deficit ran to $900 billion in 2019 and the national debt has ballooned to $22 trillion.

Even with his own projections, Trump's budget would not come into balance for a decade and a half, rather than the traditional hope of balancing in 10. "The priorities of Trump's "Budget for a Better America" are totally opposite of what Americans need", he tweeted.

Office of Management and Budget Acting Director Russ Vought added that Trump's budget "reflects the president's priorities to ensure that all Americans can benefit from the nation's historic economic boom and record-low unemployment".

The budget request for more than 300 miles (480 kilometers) of new border wall would more than double the $8.1 billion potentially available to the president for the wall after Trump declared a national emergency at the border last month. She warned the debt load will lead to slower income growth and stalled opportunities for Americans.

That defense prompted Democratic Rep. Lloyd Doggett of Texas, chairman of the health subcommittee for the House Ways and Means Committee, to press Vought at the hearing on whether the Trump administration would endorse a proposal to cut drug prices that would also include direct negotiations with Medicare on prescription drugs. The president and Congress will have to agree to a budget by October 1st or else risk another government shutdown.

President Donald Trump's 2020 budget provides for a five per cent increase in defence spending, notably to finance building his controversial border wall, while slashing funds for diplomacy by 23 percent. The $2.7 trillion in proposed reductions over the decade is higher than any administration in history, they say.

Dire warnings aside, U.S. scientists and research advocates do not appear to be too anxious that Trump's budget request will become reality.

"Dangerous", not serious, a "sham", they said.

The plan would trim the USDA budget by $3.6 billion to $20.8 billion, lowering subsidies for crop insurance premiums to 48 percent from 62 percent, and limiting subsidies for growers who make less than $500,000 annually. To stay within the caps, it shifts a portion of the military spending, some $165 billion, to an overseas contingency fund, which some fiscal hawks will view as an accounting gimmick. First, he has cut taxes and increased spending so far in his tenure, a recipe that is causing the annual deficit to top $1 trillion for the first time in good economic times.
