India will go ahead with S-400 missile deal with Russian Federation

The US has already acted against Turkey and China for acquiring the S-400 system and sanctions under the Countering America's Adversaries Through Sanctions Act (CAATSA) are expected to kick in once India makes the first payment to Russian Federation.

The visit - the first high-level engagement since Modi's sweeping mandate in last month's elections - comes ahead of a meeting between President Donald Trump and Modi on the sidelines of the Group of 20 Summit in Japan later this week.

The indications are that India is expected to clearly tell visiting US Secretary of State Michael R. Pompeo during talks on Tuesday that it will go ahead with the S-400 missile deal with Russian Federation despite US concerns.

Jaishankar, speaking to reporters in Gandhinagar after filing his nomination papers for the Rajya Sabha poll, said India will try to find common ground on trade issues during the discussions.

The senior United States official noted that this issue would not be "solved in one meeting", but it would be necessary to kickstart a "credible" and "candid" process. "We will definitely discuss issues related to trade between the two countries", he said.

To a query on rising tensions between the two countries on bilateral trade, he said, "it's natural to have some conflicts" but both countries would find common ground using diplomacy.

Last year, India had announced tariffs in retaliation to higher US import duties on steel and aluminium.

"Tomorrow's meeting should only be seen as an input for what happens in the relations later", said a highly-placed diplomatic source.

According to sources, the meeting is being looked at as a "getting to know each other" kind of a meeting, as it is their first meeting in Jaishankar's new role.

New Delhi plans to convince the USA to grant it a waiver on buying the S-400 air defense missile systems from Moscow, a report says.

Another matter that is likely to figure high in the talks is the H-1B issue with an American official saying Pompeo will assure the Indian leadership that the Trump administration has no plans to impose a cap on issuing the highly sought-after H-1B visas.

While India is admittedly suffering "collateral damage" due to the US's wider strategic interests, Indian officials said that the trajectory of the relations remained "broadly positive".

The engagement with the U.S. will continue on how it can help India get alternative supplies.

"S-400 is an issue, a matter of concern for U.S., they articulated". India had deferred the tariffs at least eight times, but finally imposed them after the U.S. formally withdrew the Generalised System of Preferences (GSP) benefits on May 23.

This will clear the way for flow of classified technologies from USA industry to Indian industry, including, reportedly, in the defence sector.

The US had always been warning India against buying Russian weapons, even hinting that dealings with Moscow could affect the future defense contracts with the Pentagon.

Just ahead of his visit, New Delhi imposed tariffs on some US goods after President Donald Trump's administration threw India out of a group of countries that were allowed duty free access for some of their products into the large USA market. "If you look at it from the legal point of view, it is our assessment that India fulfils those requirements and the United States administration has enough flexibility to give us the waiver", one of the people cited above said on Tuesday.

Trump administration had past year issued veiled threats of imposing sanctions under the Countering America's Adversaries Through Sanctions Act (CAATSA).
