Iran to fully implement nuclear deal if Europe guarantees oil sale: Zarif

Iran said on Wednesday that Europe must offer 15 billion dollars in credit before the two sides can start any fresh nuclear negotiations, a senior Iranian diplomat said on Wednesday.

The Iranian vessel - the Adrian Darya 1, formerly known as the Grace 1 - was released earlier this month and set sail for eastern Mediterranean.

Iran has rejected talks with the USA while sanctions remain in place.

In follow-up to that deadline, on July 7 Iran announced that it has started enriching uranium to a higher purity than the 3.67% as the Europeans missed the 60-day deadline to devise a concrete mechanism to protect the country from the USA sanctions.

But Rouhani has already ruled out a summit without sanctions relief, and on Wednesday the Trump administration issued its third set of sanctions on Iran in less than a week.

Tensions have spiked across the Persian Gulf over mysterious tanker explosions, the shooting down of a U.S. military surveillance drone by Iran and America deploying more troops and warplanes to the region.

An Iranian official said the explosion resulted from a technical malfunction during a test. US officials have said a surveillance image of the explosion's aftermath gave evidence that the Iranian space program is used to develop missiles, including ones capable of carrying nuclear warheads or other weapons of mass destruction over long distances.

"There are joint statements at the ministerial level between Iran and foreign ministers of the remaining participants in the JCPOA in which they committed themselves to find those practical solutions in eleven different areas, like banking, trade insurance, transportation, investment".

Mohammad Javad Zarif said President Hassan Rouhani would soon announce details of the cuts, according to the semi-official news ISNA.

It breached the 300kg (660lb) restrict on its stockpile of low-enriched uranium and exceeded the three.67% cap at the purity of its uranium shares.

Trump made clear on Wednesday that he was still interested in meeting Rouhani when the Iranian leader visits NY for the annual UN General Assembly.

France has been leading efforts to calm the situation, with President Emmanuel Macron expressing hope during G7 talks in late August of organising a meeting between Rouhani and Trump.

"I see that it's unlikely a conclusion will be reached with Europe today or tomorrow", Rouhani said. "We knew it wouldn't be. a bed of roses", he said, adding France would keep looking for a solution despite the cool United States reception.

Stena Bulk's president and chief executive, Erik Hanell, said there was not yet official confirmation of their release date.

"The day they have signed the necessary FATF (Financial Action Task Force) conditions we'll talk about it and the day that we are sure that the first transactions through Instex aren't put under American sanctions, [then] we'll talk about it again", the diplomatic source said.
