Trump's lawyer, Rudy Giuliani, tweeted that he had video evidence of "very serious suspected criminality in Ukraine". "Everybody knows it. It's just a Democrat witch hunt".

The Washington Post reported that Pelosi would likely be announcing the formation of a select committee on impeachment amid private talks between leaders on the subject. "No one is above the law", said Pelosi, who had for months been reluctant to embrace an impeachment effort. "This Congress has featured countless investigations, and today's announcement is nothing more than Democrats continuing to put partisan politics ahead of getting real legislation done". "It's absolutely essential that the president be held accountable. Whatever was discussed, even if they spoke about spaceships, I am not going to comment on it, because this was a conversation between two presidents", said Oleksandr Danylyuk, the top official of the body responsible for co-ordinating national security.

Democrats appeared on the brink of formally moving to impeach Donald Trump last night as momentum built over the Ukrainian whistle-blower scandal.

Pelosi said the six congressional committees now investigating Trump would continue with their probes as part of the inquiry.

Trump said in tweets today: "I am now at the United Nations representing our Country, but have authorized the release tomorrow of the complete, fully declassified and unredacted transcript of my phone conversation with President Zelensky of Ukraine..."

The person described their concern as "serious" and "urgent".
