Thanking major media outlets, such as The New York Times, Washington Post, Wall Street Journal, The Independent, Guardian, British Broadcasting Corporation (BBC), and Al-Jazeera, for highlighting the truth, he said it was important for the world to know what was happening in occupied Kashmir.

"India and Pakistan are having a conflict over Kashmir as you know". Pakistan Foreign Minister Shah Mehmood Qureshi, while levelling allegations and making unsubstantiated claims about the situation prevailing in Jammu and Kashmir, said it had been converted into the "largest prison" with people being denied access to basic amenities.

The Government of India and the Jammu and Kashmir authorities have repeatedly asserted that the restrictions were imposed to save loss of human lives and that, much of the curbs have been lifted from most parts.

Talking to reporters after his speech, Qureshi accused India of "acting irresponsibly" and "being belligerent".

"If talks are held with Pakistan this might perhaps well now be on PoK (Pakistan-Occupied Kashmir)", Mr Singh modified into quoted as asserting by news agency ANI.

"Many of [the prisoners] have been forcibly shipped to jails all over India, under draconian laws operative in the valley", Qureshi said. Pakistan, which has fought three wars with India for Kashmir since Independence, has not taken the decision well.

In her introductory address for the start of the Human Rights Council's latest session, Michelle Bachelet aired concerns over India's actions against Kashmiris as well as unlawful killings and injuries of Palestinians by Israeli security forces. The report was immediately dismissed by India and New Delhi refused to engage with United Nations experts who referenced the document.

However, in Pakistan-occupied Kashmir, "restrictions on the freedoms of expression, opinion, peaceful assembly and association" as well as in Gilgit-Baltistan "have limited the ability of observers, including OHCHR, to assess the human rights situation there".

The near-total communications blackout has triggered global concern, with a group of United Nations human rights experts warning it amounted to "collective punishment" and risked exacerbating regional tensions.
