Germany to host Libya peace conference in Berlin on Sunday

Turkey said on Wednesday it was too early to say whether a ceasefire in Libya had collapsed after Khalifa Haftar, commander of eastern Libyan forces, failed to sign a binding truce accord at talks this week. But he left the Russian capital without signing, Russia's foreign ministry spokeswoman Maria Zakharova said on Tuesday.

Saleh said that his country faced a disgusting conspiracy plotted by Turkey.

Russia's Foreign Minister Sergei Lavrov also promised to "pursue efforts" to mediate.

In the latest worldwide attempt to stem the violence, the Turkish and Russian presidents called for a ceasefire to start on Sunday, more than nine months into an offensive on Tripoli by the Libyan National Army (LNA) led by commander Khalifa Haftar.

In Ankara, Turkish President Recep Tayyip Erdogan vowed to teach Hifter "the lesson he deserves" if attacks on the Tripoli government continued.

The UN-backed Libyan government accused rivals of breaking a ceasefire minutes after it was supposed to take effect, stating if it happened again they would respond violently.

But Turkish Foreign Minister Mevlut Cavusoglu said LNA commander Khalifa Haftar had been asked until Tuesday morning to make up his mind on the ceasefire.

A total of 2,000 Syrian fighters have travelled from Turkey or will arrive imminently to fight on the battlefields of Libya, the Guardian writes.

The parties involved in the conflict are due to meet in Berlin later in January to finalize the permanent ceasefire agreement, although now it is unclear what will happen in that meeting.

In Cairo, the speaker of Libya's pro-Haftar eastern parliament, Aguila Saleh, told Egypt's parliament to oppose Turkey's moves, "otherwise we might be compelled to invite Egyptian armed forces to intervene".

Russian Federation and Turkey have turned into major players in Libya, joining Arab countries such as Egypt or the UAE which have filled a void left by Western powers showing little interest in the OPEC producer since 2011. Several hundred Russian mercenaries are reported to be in Libya supporting Haftar. NATO-backed rebels eventually defeated the regime and captured Gadhafi, who was killed in captivity.

The initiative was the latest attempt to stabilize the North African country beset by turmoil since the toppling of Moammar Gadhafi in 2011.

Sarraj wanted Haftar's troops to withdraw to 4 April battle-lines, before the LNA launched an offensive on the capital Tripoli.
