In a deeply personal and symbolically weighty gesture, Khamenei made a rare visit to Soleimani's home the day he was killed to offer condolences to his grieving widow and grown children. The funeral was attended by some of Iran's allies in the region, including Ismail Haniyeh, the leader of Palestinian group Hamas who said: "I declare that the martyred commander Suleimani is a martyr of Jerusalem".

Britain said Iran's move was "extremely concerning" and Germany said it would still work to save the pact. Iran's economy has been in freefall as the currency has plunged.

"Iran is capable, at a minimum, of carrying out attacks with temporary disruptive effects against critical infrastructure in the U.S.".

It added that if USA sanctions are lifted and benefits are provided, Tehran is ready to return to the agreement.

The Trump administration has abandoned the previous USA administration's focus on countering Iranian proxy groups, said Pompeo, who suggested the US strike in Baghdad that killed Soleimani is an example of the new strategy. "And they may not do something as bold as people are predicting them to do, because now this president has drawn a line that was never there before", he explained. On Sunday President Trump threatened to impose sanctions on Iraq, the second largest producer among the Organization of the Petroleum Exporting Countries (OPEC), if US troops were forced to withdraw from the country.

Tom Warrick, a former United States official and current fellow at the Atlantic Council, said Soleimani and pro-Iran factions within the Hashed had long sought the US's ouster.
