The 20-year-old had been jailed for possessing and distributing terrorist documents in December 2018, but was freed automatically halfway through his sentence less than a fortnight ago.

Monday Justice Minister Robert Buckland said that urgent legislation was needed to ensure that perpetrators serve two-thirds of their sentences before being eligible for release, after which their case would be considered by a panel of specialized judges and psychiatrists in the Parole Bord.

Those judged a risk will remain in jail for the rest of their sentence when they could face court-ordered restrictions, known as TPIMs, curbing their travel, overnight residence, communications and contacts.

The new emergency law will be introduced to parliament on Tuesday next week.

Attempts to crack down on terrorist financing come as the head of United Kingdom counter-terror policing backed the government's plans.

Amman, 20, was under surveillance when he launched his attack in Streatham High Road on Sunday, having been released from prison 10 days previously after serving time for terrorism offences.

Neil Basu, the country's top counter-terrorism police officer, welcomed the move to keep the most risky offenders locked up for longer but said it was only part of the solution.

Giving evidence to the committee on Wednesday about general tactics used by counter-terror police, Dame Cressida said: "They are conducting covert surveillance, so they are not of course providing man-to-man marking".

Dick conceded it was not possible for the police to stop every attack getting through. "Communities defeat terrorism and public information and action, including being vigilant, saves lives", he told the Evening Standard. That means vigilance wherever you go.

Sudesh Amman had been released from prison half-way through his term on Jan 23, despite still being considered a risk by authorities. "That is why early intervention.is key".

British police are overwhelmed with suspected and convicted terrorists to track, as they simply can not keep an eye on every single extremist, says Neil Basu, senior national coordinator for counter-terrorism.

She said there was a review into the proposal and "this might be the right time to do it".
