Prosecutors relied on a 28,000-page report compiled over three months of proceedings in the Democratic-controlled House, including the public and private testimony from 17 witnesses, many current and former ambassadors and national security officials with close proximity to the Ukraine dealings.

Representative Adam Schiff, who heads the Democratic prosecution team, said that Trump, if left in office, would continue to seek foreign interference in the November 3 election in which he is asking voters to give him four more years as president.

That is the crux of the case against Mr. Trump.

Later Monday, members of the Senate will be able to make their own views heard as they give speeches ahead of a planned final vote on Wednesday.

Among the material was more than 28,000 pages of documents gathered during the House impeachment inquiry.
