The order also extends the deadlines for ballot counting, tabulation, and other responsibilities related to the official canvass of California's Presidential Primary Election that could risk undermining social distancing measures, and suspends the timeframes for public hearings required by political subdivisions that are in the process of changing from an at-large method of election to district elections.

As of Friday night, there have been 1,224 confirmed instances of COVID-19 in California and 23 deaths associated to the illness, in keeping with the California Department of Public Health.

The governor therefore requested an immediate deployment of the USNS Mercy, a U.S. Navy hospital ship, to the Port of Los Angeles through September 1 to help decompress the state's health care delivery system in Los Angeles in response to COVID-19.

California has reported over 1,000 cases of coronavirus, most of which are clustered in the San Francisco and Los Angeles areas.

Mr Newsom's statewide order came after counties and communities covering about half the state's population already had issued similar edicts. They include Tesla, Apple and Gap, he said.

The governor's order goes into effect immediately and is in place until further notice.

"We project that roughly 56 percent of our population - 25.5 million people - will be infected with the virus over an eight week period", he wrote.

He later said the "overwhelming majority won't have symptoms" and will be fine but that up to 20% could need to be admitted to hospital.

But Trump seemed to be resisting calls from state and local officials and hospital administrators for more aggressive action.

The State Department also issued a new alert urging Americans not to travel overseas under any circumstances, and Mr Trump said the government should take partial ownership of companies bailed out during the pandemic - an extraordinary federal reach into the private sector.
