Italy Shuts Down Lombardy Region Amid Coronavirus Outbreak

Italy's government will further increase spending in a "massive shock therapy" to offset the economic impact of the coronavirus outbreak, the prime minister said on Monday.

Anyone leaving the "containment regions" risks three months in prison, or a fine of up to 206 euros ($234), Luciana Lamorgese said.

These include the entire Lombardy region as well as Venice and its surrounding areas, and the cities of Parma and Rimini - affecting a quarter of Italy's population of 60 million.

Italy registered 1,807 more confirmed cases as of Monday evening, for a national total of 9,172, the most cases of the virus outside of China.

Some 16 million people in the northern region of Lombardy and 14 neighboring provinces, an area that includes Venice and Milan and is about double the size of MA, were ordered locked down as the nation's death toll from COVID-19 rose to 366, up by 133 from the previous days. "We've emptied entire hospital sections to make space for seriously sick people". But the virus' rapid spread was forcing them to operate like war-time medics, triaging patients to decide who get access to scarce ICU beds.

"Whether it is pandemic or not, the rule of the game is the same: never give up", he said. "Italians should be anxious".

"This night life. we can't allow this anymore", Conte said. "This is why we will adopt even more stringent measures".

"We must avoid travel unless for proven work reasons, health reasons or other necessities".

Michele De Marsico told CNN at a Milan train station Sunday that he was trying to work out how to return to southern Italy.

Prisoners incarcerated at several institutions across Italy - in Frosinone, Naples, Pavia, Alessandria, Modena and Foggia - rioted over the weekend, according to a statement from the Italian Justice Ministry. Two of the dead died of an overdose, and another from the inhalation of toxic smoke.

In the United States, where more than 500 infections have been reported, the Grand Princess cruise ship, which has at least 21 confirmed virus cases, was expected to dock in Oakland, California, amid elaborate protective procedures. With those numbers, Italy again overtook South Korea as the country with the most cases outside China.

While many of Beijing's white-collar workers returned to their jobs as new infections subsided in China, about 16 million people under a widespread lockdown in northern Italy struggled to navigate the new rules of their mass isolation.

Mr Conte will sign a new decree and the nationwide measures will be introduced in the morning. Serie A and all sporting tournaments in general are suspended.

He also said public transport will remain operational. "A temporary downturn in some sectors or areas of the country is preferable to a longer crisis that could spread to the whole economy via demand and supply effects", the statement read.

Countries around the world showed a willingness to take tough steps to try to stop the virus' spread.

In a statement, the World Health Organization said: "Allowing uncontrolled spread should not be a choice of any government, as it will harm not only the citizens of that country but affect other countries as well".
