California Movie Theaters Have New Reopening Guidelines

Other Disney parks across the world have already reopened their gates with social distancing and COVID safety protocols in place. But once a county has achieved a lower level of disease transmission and moved into the Substantial (red) tier, restaurants can operate with 25% capacity indoors.

The "Blueprint for A Better Economy" will take effect August 31, allowing the public to input a ZIP code and desired activity to verify if it is open. Only the sparsely populated Modac and Tuolumne counties have reached yellow status as of today.

Solano County was expected to learn Friday night which of the four Covid-19 tiers it was going to be placed into by the state.

KNX 1070 reporter Claudia Peschiutta tweeted that while the county's positivity rate has been below 8% over the past couple of weeks, the county now has a daily case rate of 13.1 cases per 100,000 people.

In Sacramento County, as of this week, the county health order forbids indoor hair styling or cutting.

According to the state's redesigned COVID-19 website, Santa Clara County has 8.6 cases per 100,000 residents, but only a 3.5% positivity rate.

Newsom did not indicate which businesses will be included in which color tier or what the reopening will look like.

According to Newsom, to be simpler, the new system relies on only two data points - case rate and positivity rate. Religious services could only be held outdoors. But since the closures last month, the average number of daily cases has been falling along with the infection rate and hospitalizations, which peaked at 7,170 on July 21 and have since dropped to about 4,200. Movie theaters in "orange tier" counties can function with capability restricted to 50% or 200 individuals, whichever is much less.

The governor said that the intent of the new system is to be stricter compared to the watch list when it comes to loosening restrictions and transitioning counties to lower risk levels.

"We've learned a lot the past few months", Newsom said.

Counties will also be required to provide rates of positive COVID-9 tests and test positivity data and to show they are targeting resources and making the greatest efforts to prevent and fight COVID. Previously, the state used several other metrics, like hospitalizations and testing capacity, to determine whether counties could reopen.

Business groups weren't cheering the new guidelines.

Tier 2, substantial transmission: Some nonessential indoor businesses remain closed. Hair salons and barbershops can reopen full on Monday.

The guidelines came with an acknowledgement from Newsom that a return to normal isn't on the table until a vaccine is available or the virus is otherwise drastically curbed.

Under this classification, some businesses, both indoor and outdoor, will be allowed to open but with modifications. Counties in this tier have more than seven new daily cases per 100,000 residents and more than 8 percent positive tests.

San Mateo County is now in the most concerning purple tier denoting a "widespread" county risk level.

Dr. Wilma Wooten, the county's public health officer, said it will reopen Monday in accordance with the new guidelines, though she left open the possibility of more restrictions if problems surface.

Nathan Fletcher, a Democratic county supervisor, said he's anxious that the state still is moving too quickly.

What it most certainly will do is make moot the plan by the Board of Supervisors to send a letter to the governor to rewrite a July 13 health order so the county could open more businesses when it came off the state watch list.

"I believe our focus now should be on a narrow section of low-risk entities and doing everything we can to support our schools", he tweeted.
