India passes controversial agriculture bills amid uproar

India's parliament has passed new bills the government says will make it easier for farmers to sell their produce directly to big buyers, despite growing protest from opposition parties and a longtime ally of the governing party.

As slogan-shouting opposition members rushed into the well, Harivansh put motions by Congress, TMC, DMK and CPM members for sending the bills to a select committee of Rajya Sabha for greater scrutiny, for vote.

Lok Sabha Speaker Om Birla ultimately adjourned the House for an hour until 4 pm due to unavailability of seating for all MPs amid the Rajya Sabha ruckus even after the Upper House was adjourned around 1.30 pm after the passage of controversial farm bills.

The government has projected that its massive support plans in the agriculture sector will double farmers' income by 2022. "A special session should be called to discuss these Bills", Raut said during a discussion on two agriculture Bills in the Upper House.

The prime minister added that the new ordinances would facilitate farmers' access to "futuristic technology".

But Modi's Minister of Food Processing Industries Harsimrat Kaur Badal, who comes from an alliance party, resigned on Thursday in protest, calling the bills "anti-farmer".

"Farmers who contribute at least 20 per cent to the total GDP of the country, will be turned into slaves by this Bill".

Regarding the bill on occupational safety, health and working conditions, Tharoor said it fails to have specific provisions to safeguard interests of unorganised sector workers and also that there was no exclusive chapter on inter-state migrant workers. Another party MP Ahmed Patel said that Congress made several provisions for the welfare of farmers while farming the party manifesto.

BJP President JP Nadda said that "irresponsible" act of opposition is unfortunate and said that the party will request the Chairman to take steps for the same.

These bills will now be sent to the President of India for assent. They're justifying the Deputy Chairman's action and attitude.

Other Union ministers including Prakash Javadekar, Pralhad Joshi, Piyush Goyal, Thawarchand Gehlot and Mukhtar Abbas Naqvi also hit out at Opposition members. This is an insult to people's mandate. He accused the Opposition of being autocratic saying they behave like "Badshah" (King).

The Farmers' Produce Trade and Commerce (Promotion and Facilitation) Bill, 2020 permits the electronic trading of farmers' produce and allows the setting up transaction platforms for facilitating direct online buying and selling of farm products. The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Bill creates a framework for contract farming through an agreement between a farmer and a buyer prior to the production of any farm produce.
