The rescue effort Thursday was unfolding as Typhoon Maysak lashed parts of South Korea with heavy rain and gusts of up to 78 miles per hour, flooding some homes and leaving hundreds of thousands of others without power.

A Japanese coastguard spokesman said when the ship capsized the crew were instructed to put on lifejackets but Mr Edvarodo said he jumped into the ocean and did not see any of his colleagues in the water.

Following the accident, New Zealand's Ministry for Primary Industries, said it was temporarily suspending new cattle livestock export applications pending an investigation.

The pair, understood to be a vet and a stockhandler, were among 43 crew on board the Jordanian vessel Gulf Livestock 1 which was en route to China from New Zealand.

After losing an engine during the storm, the ship sent a distress signal around 1.40am on Wednesday, Japan time, from about 185 kilometres west of Amami Oshima Island, before apparently being hit by a wave and capsizing.

The Philippine Department of Foreign Affairs said its consulate general in Osaka was monitoring the situation and coordinating with the Japanese Coast Guard, which is launching a second search and rescue mission.

The ship sent a distress signal at 4.45am NZT yesterday in the East China Sea, an area being affected by Typhoon Maysak.

The other crew members include two New Zealanders, one Australian and one Singaporean, Estrada added.

The lone crew member recovered so far, 45-year-old chief officer Sareno Edvarodo, from the Philippines, was plucked from the water Wednesday night after being spotted by a Japanese navy P-3C surveillance aircraft.

The Gulf Livestock 1 departed New Zealand on August 14 and was due to dock in China on Friday September 11. The ship manager is Hijazi & Ghosheh Co.

Australasian Global Exports executive procurement director Graeme Turner declined to comment. "But questions remain, including why this trade is allowed to continue".

A total of 43 crew were onboard the nearly 12-tonne cattle ship.

Cattle shipments to China make up the majority of the live export trade - in 2019 almost 32,300 cows were shipped to the country.

Last year, New Zealand launched a review of its live export trade, worth around NZ$54 million ($37 million) in 2019, after thousands of animals being exported from New Zealand and Australia died in transit.

An Australian vet has been named as among those on a live-cattle export ship that has gone missing after a typhoon hit waters southwest of Japan.

The vessel, called the GULF LIVESTOCK 1, is said to have lost an engine and capsized in stormy weather, according to the survivor.

"These cows should never have been at sea", said the campaigns manager, Marianne Macdonald.
