Clubs unanimously reject Liverpool and Manchester United-backed ‘Project Big Picture’

"It is two of our great clubs showing leadership when it is needed, exercising great responsibility, and from the EFL point of view it is making our clubs sustainable and bridging the gap between the top of the Championship and and the bottom of the Premier League", he said.

Parry argues that the PBP proposals represent a chance for the EFL to secure its long-term future, and they have been cautiously welcomed by many - but not all - EFL clubs' executives.

Premier League clubs unanimously agreed on Wednesday to reject the radical "Project Big Picture" plan to restructure English football.

The Premier League moved quickly to condemn the plans, warning the proposals could have a "damaging impact on the whole game".

This would include being able to make decisions and changes with the support of (somewhat suspiciously) six of the nine clubs, with many fearing this is the start of the league's traditional "big six" taking complete control of the division and potentially the first steps to facilitating a European Super League.

Lincoln chairman Clive Nates challenged Moxey's claim about unanimous League One support, tweeting: "Was he asleep when I expressed my grave concerns at the meeting over this diabolical power grab?"

While he didn't go into specifics, Purslow said he believed top flight clubs will come up with a "broader" alternative plan to provide more funding for struggling EFL clubs.

Dowden did agree with Julie Elliott MP's assertion that the rescue package should be separated from discussions on the balance of power between the football pyramid and within the Premier League.

The head of English soccer said he walked away from talks about a reshaping of the leagues being spearheaded by Liverpool and Manchester United over their pursuit of more power and threats to break away from the Premier League.

Gillingham will benefit from a rescue package agreed by Premier League clubs.

Andy Holt, chairman of League One Accrington Stanley, was optimistic about Wednesday's offer, saying the breakthrough had brought an end to the "sorry episode" in which "Project Big Picture" threatened to undermine negotiations.

Shrewsbury chief executive Brian Caldwell told the Shropshire Star: "I am sure I speak for all League One and League Two clubs that its good to hear that the Premier League clubs appreciate the financial issues facing all clubs in our leagues".

"The message from Liverpool and Manchester United and their ownership is they actually genuinely do care about the pyramid", Parry added.

The interest costs payable on taking out this £250m loan to be shared equally between Liverpool and Manchester United.

Under the proposals, the "big six" and the other three longest-serving Premier League members - now Everton, Southampton and West Ham United - would hold the balance of power with only six of those nine needed to vote in major rule changes.

The bailout comes as encouraging news for lower-league clubs - the majority of whom, including Shrewsbury Town, had supported Project Big Picture.

All clubs having an equal one vote each (apart from Liverpool and Man Utd for the next five years, as well as any other of the other big six losing their vote for three years).

The government have repeatedly refused to intervene to help EFL clubs.
