Asked by a former Conservative chief whip Mark Harper for clarity on which new rules MPs would be allowed to vote on, Mr Hancock said "I hope over the weeks to come we will demonstrate through our actions and what we bring forward that we are true to this commitment, which essentially will become a new convention".

Matt Hancock has said MPs will be able to vote "where possible" on lockdown measures which affect England or the United Kingdom as a whole ahead of a review of the Coronavirus Act later this evening.

After Johnson's government offered concessions, lawmakers passed the extension of the Coronavirus Act, which hands the government emergency powers to introduce restrictions, voting 330 to 24 in favour.

The Act was expected to pass after the Morning Star went to print, although its progress had been threatened by a potential cross-party revolt - including by more than 50 Tory MPs who backed an amendment requiring parliamentary approval of any new restrictions put in place to deal with the coronavirus outbreak. "I don't think they want to throw in the sponge, they want to fight and defeat the virus", he said.

Sir Graham Brady, one of the ringleaders of the group of Tory MPs wanting a greater role for parliament, thanked Mr Hancock for "being prepared to listen" and for "constructive conversations" in recent days.

Labour's shadow home secretary Nick Thomas-Symonds said his party would not block the renewal of the powers.

"The government has had virtually all the resources and brilliance of our remarkable country on demand for over six months".

In total, 42,072 people have died in the United Kingdom, which the world's fifth-highest death tally.

Responding to Sir Lindsay Hoyle's criticism, the prime minister's spokesman said the government was "looking at further ways to involve parliament in the process in advance".

"All too often important statutory instruments have been published a matter of hours before they come into force and some explanations as to why important measures have come into effect before they can be laid before this House has been unconvincing and shows a total disregard for the House".

Sir Lindsay Hoyle said he had rejected any amendments to a motion to extend emergency coronavirus powers to avoid "undermining the rule of law".

"The government must make greater efforts to prepare measures more quickly, so that this House can debate and decide upon the most significant measures at the earliest possible point", he added.

He called on Mr Johnson's government to "rebuild trust" with the Commons "and not treat it with the contempt that it has shown".

New cases of Covid-19 are rising by more than 7,000 per day in the United Kingdom though Johnson is facing growing opposition to lockdown measures which have wrought some of the worst economic damage in at least a century.
