United States increases fiscal-stimulus offer to $1.8 trillion to fight COVID-19

Having been held back from campaigning, Trump earlier Thursday raged on Fox Business television, insulting Biden's running mate Kamala Harris as a "monster", branding illegal immigrants "rapists", and urging indictments of Biden and former president Barack Obama.

"This is not about President Donald Trump - he will face the judgment of the voters", Pelosi said at a press conference at the Capitol.

But as Trump has turned cheerleader and trumpets his newfound optimism, Senate Majority Leader Mitch McConnell poured cold water on the chances for a deal, saying Congress is unlikely to agree on a new stimulus package before the election due to "vast" differences over how much to spend.

White House spokeswoman Alyssa Farah said the administration was "willing to come up on the level" but wanted to keep the price tag "below $2 trillion".

Senate GOP leaders have said any bill larger than $1 trillion would be hard for many Senate Republicans to accept, and Majority Leader Mitch McConnell, R-Ky., could be reluctant to put legislation on the floor that would divide his conference - especially as he tries to focus on confirming a new Supreme Court justice ahead of the election.

This is not the first time invoking the 25th Amendment has come up during Trump's presidency.

U.S. House Speaker Nancy Pelosi and Treasury Secretary Steven Mnuchin failed on Friday to reach agreement on a COVID-19 stimulus package, while the top Senate Republican voiced doubt that Congress would act before the November 3 election.
