G20 nations will work to "protect lives, provide support with a special focus on the most vulnerable, and put our economies back on a path to restoring growth, and protecting and creating jobs for all". European Union leaders stressed that additional steps might be needed, and the Summit endorsed a common multilateral framework for further debt treatments. "There is a financial gap of 28 billion U.S. dollars and we need 4.2 billion dollars of that immediately for mass manufacturing, procurement and distribution around the world", he said. "We will spare no effort to ensure their affordable and equitable access for all people, consistent with members' commitments to incentivize innovation", the communique said.

However, the final document lacked detail on how that would be funded.
