U.S. Postmaster General Megan Brennan told the House Committee on Oversight and Reform late last week in a video that unless the U.S. Postal Service gets a federal bailout it will run out of money by the end of September. Almost 500 postal workers have tested positive for the coronavirus and 462 others are presumptive positives, USPS leaders told lawmakers. The USPS needs an infusion of money, and President Trump has blocked potential emergency funding for the agency that employs around 600,000 workers, repeating instead the false claim that higher rates for Internet shipping companies Amazon, FedEx and UPS would right the service's budget.

Sources involved in the negotiations told CNN that the Trump administration rejected any direct funding for USPS when Democrats sought to include $25 billion for the Postal Service during the talks. "I don't know if we used the v-bomb but the president was not going to sign it, and we told them that". Instead, the Postal Service received a promise it could apply for $10 billion in loans with the Treasury Department, but the loans came with strings attached that Democrats argue further burden the agency.

The Postal Service is calling on Congress to provide $75 billion in cash, grants and loans, but Trump is standing in the way of any relief funding for USPS. It is a crucial service for the Postal Service, for which package delivery is a growing part of its business. "Once that's completed they will safely put the package down and step away, so the customer can retrieve the package", said USA postal service spokesperson David Walton.

"The Postal Service relies on the sale of postal products and services to fund our operations, and these sales are plummeting as a result of the pandemic", Brennan said in the statement issued by the USPS.

"This isn't just another squabble", said Connolly.

During a press briefing last week, Trump went on a falsehood-filled tirade against the Postal Service and said the independent executive branch agency should simply "raise prices" by "a lot". The service handled 3.1 billion packages in 2010, and 6.2 billion in 2019, although processing packages doesn't earn the agency as much revenue as first-class mail delivery.

"We told them very clearly that the president was not going to sign the bill if [money for the Postal Service] was in it", an anonymous Trump administration official told the Post.

Officials said the Postal Service is fighting to survive, with 650,000 employees at risk of losing their jobs, as well as mail service for all Americans. "Lawmakers in both parties have proposed overhauls to the service along the way, but none have taken hold".

'As Congress and the Administration take steps to support businesses and industries around the country, it is imperative that they also take action to shore up the finances of the Postal Service, and enable us to continue to fulfill our indispensable role during the pandemic, and to play an effective role in the nation's economic recovery, ' Brennan said in a statement.
