Man arrested after two people fatally stabbed in Quebec City

Quebec police say a deadly Halloween night attack that killed two people and injured five others does not appear to be linked to terrorism.

Montreal Mayor Valerie Plante said she spoke for all Montrealers when she offered her thoughts and condolences to the affected families and all residents of Quebec City. Monday at 1 p.m., Quebec junior health and social services minister Lionel Carmant will make an announcement concerning mental health services in Quebec.

"Quebec is waking up after a night of horror".

According to police, the assailant came to Quebec City with the intent of doing as much harm as possible and that the attack was premeditated, although the victims themselves were chosen at random.

Police identified the dead as Suzanne Clermont, a 61-year-old hairdresser, and Francois Duchesne, a 56-year-old museum worker. He added some of the five injured people suffered serious stab wounds, but that their lives are not in danger.

On Twitter, the Quebec City Police Department said: "The situation is under control". "We are very tight-knit despite the distance for me in Paris and for my other brother, who lives in B.C".

"She was my friend", said Lucie Painchaud, a resident of the area for 16 years.

Marie-Jo Duchesne and her family have been keeping in touch by phone as she tries to arrange travel to Quebec, which is hard these days because of the pandemic.
